Overview

The Abu Dhabi mainland is licensed by the Abu Dhabi Department of Economic Development. It is distinct from ADGM, which is a financial free zone with its own legal system.

The perimeter above it

Abu Dhabi has not established an emirate-level virtual-asset authority equivalent to VARA. For a virtual-asset business on the Abu Dhabi mainland, the perimeter to test against is the federal one held by the CMA — or, if the business would rather be in a dedicated framework, ADGM sits a short distance away with the FSRA.

That choice — mainland Abu Dhabi under the federal perimeter, or ADGM under the FSRA — is the structuring question this jurisdiction actually presents.

What it gives you

Direct onshore access to the Abu Dhabi market, including government and quasi-government counterparties, which in Abu Dhabi is a larger share of the economy than elsewhere.

What it demands

Physical premises, a tenancy, and the same corporate documentation chain as any mainland company.

    No. ADGM is a financial free zone with its own English common-law system, its own courts and its own regulator. The Abu Dhabi mainland is onshore UAE, licensed by ADDED and subject to federal law.

  • Which regulator licenses a crypto business on the Abu Dhabi mainland?

    There is no emirate-level virtual-asset authority in Abu Dhabi, so the federal perimeter held by the CMA is the one to test against. In practice, businesses wanting a dedicated framework incorporate in ADGM instead.
