Overview

Oman's markets regulator has developed a dedicated framework for virtual assets, having consulted publicly before doing so. The institution has been reorganised and renamed in recent years, which is worth checking before citing it in a document.

What a UAE firm needs to know

As with the rest of the GCC, there is no passporting. A UAE licence is not recognised in Oman. Serving Omani clients requires an analysis under Omani law and, for most business models, local authorisation.

Why it is worth attention

Oman's framework was built later than the UAE's and drew on it. For a firm already documented to VARA or FSRA standards, much of the compliance architecture transfers, which lowers the marginal cost of a second licence more than the headline figures suggest.

  • Does an Omani licence help with the UAE?

    No. Each GCC state licenses independently and none recognises the others. What transfers is the work — policies, risk assessments and governance documentation prepared to a good standard can be adapted rather than rebuilt.
