For a virtual-asset business on the Abu Dhabi mainland, the perimeter to test against is the federal one held by the CMA — or, if the business would rather be in a dedicated framework, ADGM sits a short distance away with the FSRA.
That choice — mainland Abu Dhabi under the federal perimeter, or ADGM under the FSRA — is the structuring question this jurisdiction actually presents.
