Overview

The Central Bank of Bahrain was the first Gulf regulator to publish a dedicated crypto-asset framework, as a module within its existing rulebook rather than as a standalone regime.

Why that structure matters

Because the crypto-asset rules sit inside a mature central-bank rulebook, the surrounding obligations — governance, capital, outsourcing, AML, conduct — are long established and well understood. There is less novelty and less uncertainty than in a regime written from scratch.

What a UAE firm needs to know

No passporting, as elsewhere in the GCC. Bahrain is attractive to firms that want a second Gulf licence in a jurisdiction where the rulebook is stable and the regulator is accessible, and where the cost base is lower than the UAE's financial free zones.

  • Bahrain or ADGM for a second licence?

    ADGM if the counterparties are institutional and want English common law. Bahrain if the priority is a stable central-bank rulebook at a lower cost base. They are not competing for the same business as often as the marketing suggests.
